The Schools and Libraries Support Mechanism of the Universal Service Program, popularly known as "E-Rate," is currently funded with $2.25+ billion per year. As of this time the e-rate program has funded all successfully completed requests for Telecommunications and Internet Access (Priority 1 services). In addition, the E-Rate program has funded many schools and libraries around the country for Internal Connections and Maintenance Services (Priority 2 services). Whether a school is funded for Priority 2 services is dependent upon the school's/district's free and reduced lunch (or other approved poverty indicator).
This means that EVERY funding eligible institution that has completed the request process has been able to receive the benefits of the E-Rate program. The program, as with many governmental programs, is heavy on paperwork and procedures.
